Capacity Building in Public Investment Program Management in Laos

Inspection of a water supply facilityThe purpose of this project is to strengthen the capacities of the institutions and officials engaged in project management and administration in a series of steps, including planning, investigation, monitoring, and evaluation, in order to properly manage the public investment projects supported by the national budget.

Inspection of a destroyed dikeIn the long run, the project is expected to raise the ownership of the Lao government in ODA projects, to promote public investment projects and effects on the overall national development plan, and to improve the development indicators.

The following are the four outputs from this project:

  • Formulation and distribution of manuals and handbooks on management and administration of public investment projects.
  • Implementation and institutionalization of training on management and administration methods of public investment projects.
  • OJT in, and feedback from, pilot provinces and government agencies.
  • Establishing an interpersonal network through seminars.

Technical Assistance: Strengthening of Public Sector Management and Administration in Micronesia

Micronesia faces the challenge of departing from financial dependency on the U.S. and achieving economic independence and national security. To achieve such goals, the federal government and four state governments have recognized the need to formulate a long-term vision on the governments’ roles, administrative systems, and human resource development as well as design a road map to strategically strengthen the administrative capacities. This research is to support the formulation of these plans through such means as 1) setting a government’s long-term vision, 2) conducting institutional and organizational analysis on the fields of economic planning, financial management, and judiciary and law enforcement, all of which are key government functions, 3) carrying out research on training needs of government officials, and 4) assisting the formulation of the governments’ action plan for the next three years.

A participatory workshopThe research is unique as it utilizes participatory planning methods to ensure ownership. A series of participatory workshops are to be conducted in the federal and state governments to support problem analysis and strategy planning by the stakeholders. Moreover, experts are to conduct analysis on the current situation and contribute to discussions in the workshops.
