Evaluation
To learn lessons from development projects and make sure that future projects accomplish the most out of given resources, evaluation is critical. We have helped our clients evaluate hundreds of projects under the widely used criteria of relevance, effectiveness, efficiency, impact and sustainability. The field studies above were part of the JICA Country Program Evaluation that assessed long-term technical cooperation to aid recipient countries in a comprehensive fashion.
Raising nursery plants in PanamaIn each of the two countries, the project team grasped social and economic situations, carried out evaluation at the levels of projects, programs, and specialties. Then it put together lessons learned and recommendations for future cooperation by JICA.
The following are the three prominent characteristics of this evaluation.
- Logical and consistent evaluation through a clear framework and criteria
- Systematic evaluation through the introduction of a development objective system diagram as preparation
- Reflection in the evaluation report of the vigorous exchange of views with other donors and stakeholders in the recipient countries
An evaluation seminar in PanamaThe results of this evaluation were widely disseminated to stakeholders at seminars in both Honduras and Panama. The evaluation received high marks for the logic of its methodology and the meticulous nature of its studies.

IC Net consultants carried out the following activities for the evaluations of 64 selected projects in 14 countries (Indonesia, the Philippines, China, Tanzania, Egypt, Thailand, Pakistan, Vietnam, Nepal, Bangladesh, Mongolia, Ghana, Zambia and Kenya):
- Organized a three-day seminar on evaluation at 14 JICA local offices to improve their evaluation capability.
- With national staff members and local consultants, conducted an ex-post evaluation study of one “model project” and produced an evaluation report, provided technical guidance and advice throughout the process so that each local consultant would acquire necessary skills and knowledge in conducting JICA ex-post evaluation individually.
- Provided technical guidance and advice to local consultants throughout their individual evaluation studies, and reviewed and revised their draft evaluation reports.
- Based on the final evaluation reports, prepared the Japanese and English versions of the executive summaries.
