Project for Strengthening the Child Centered Approach

In Myanmar, the enrollment rate in primary education is high at more than 90%. However, the graduation rate is lower partly due to the teaching method centered on rote memorization and recitation. A transformation to the Child Centered Approach (CCA) is needed. CCA is designed to help children enjoy learning and stay in school.
Training of teacher educators at an educational collegeThis project aims at helping primary school teachers conduct lessons in line with the CCA method. The eventual beneficiaries of this project are nearly 600,000 pupils. Accordingly, the technical transfer is to be done by the cascade method: skills are (1) first to be transferred to the project staff that receive guidance from the Japanese experts; then to (2) teacher educators who receive training at educational colleges; and finally to (3) primary school teachers.
Technical guidance at each stage is to be as practical as possible by such means as model lessons that have pupils participate. By combining the guidance with follow-up activities and monitoring, the project aims at disseminating CCA widely and with high quality.

Establishing JICA’s strategy for recruiting and training human resources for international cooperation

JICA has recruited technical experts with the support of the Japanese government ministries and corporations. However, since JICA became an independent administrative institution in October 2003, it has become JICA’s duty to recruit and train experts on its own. Consequently, in this project, an IC Net consultant examined the supply and demand of ODA-related human resources in Japan and understood the types and functions of human resources with a gap between supply and demand by sector. Secondly, the IC Net consultant proposed a strategy for recruitment of human resources in fields that tend to have shortage, as well as a detailed action plan and training strategy, such as suggestions for training programs. To help formulate a training program, the IC Net consultant carried out a detailed study on career paths, analyzed abilities that experts and development professionals need, and investigated methods, contents and system for capacity building. Based on the consultant’s report, JICA will create a guideline on training human resources for international cooperation.
